HC Deb 25 July 1912 vol 41 c1358
75. Mr. HICKS BEACH

asked whether a man who is casually employed in doing a bit of piecework, such as hoeing swedes or laying a hedge, for someone who does not regularly employ him, is liable to be insured under the National Insurance Act; and, if so, is the employer responsible for his contributions?

Mr. MASTERMAN

If the employment is under contract of service for the purpose of the employer's trade or business, the employé will be an employed contributor. Where there is more than one employer in the week, the first employer is liable unless arrangements are made for sharing the contributions.
