asked if the Secretary for the Colonies has yet sanctioned the preferential trading arrangement between Canada and the West Indies?

Mr. HARCOURT

As the arrangement has not yet been considered by the Canadian Parliament, and I am not yet aware of the decision of all the West Indian legislatures in regard to it, the question of my sanction has not yet arisen.

56. Mr. MITCHELL-THOMSON

asked whether Inclosure No. 2 in the dispatch from the Governor-General of Canada, No. 10, of Command Paper 6092, of 1912, contains the full text of the resolutions passed by the Canadian and West Indian Conference; and, if not, whether the Secretary for the Colonies will cause a full copy of such resolutions to be circulated?

Mr. HARCOURT

The Command Paper reproduces the resolutions in the form in which they were received as an enclosure to the Governor-General's dispatch of the 16th April. It is understood that in this form they were taken from a Press report. The full text of the resolutions has since been received, and has also appeared in the Press, but since the Command Paper is concerned only with the agreement which the conference was convened to discuss, I have not-thought it necessary to add to its bulk by publishing the further correspondence regarding the other matters debated by the conference, but I shall be happy to lay the full text of the resolutions on the Table if the hon. Member really thinks it necessary.
