I rise, Mr. Speaker, to ask your ruling on a point of Order in view of the fact that the Scottish Estimates are going to be taken to-morrow. On the Scottish Estimates there are twelve Departments to be discussed. The Secretary for Scotland is responsible for these Departments, but under the existing Rules of the House his salary cannot be discussed on the Vote of any one of these Departments, and under the circumstances I would ask whether more latitude cannot be allowed so that the salary of the Minister responsible for the Department could be discussed?

May I point out, Sir, that it would be a very agreeable arrangement for this side of the House if it could be made, because on the Votes which we are to discuss, the Education Vote and others, we really could not get at the Secretary for Scotland's salary at all?

Mr. SPEAKER

I do not wish in any way to trench upon the privileges and duties of the Chairman of Ways and Means, but I think that if both sides of the House come to an agreement, with his assent, to use one Vote for the purpose of a general discussion ranging over all the Scotch Votes, then there could be no objection. Perhaps the hon. Gentleman will consult the right hon. Gentleman the Chairman of Committees with regard to it.
