asked whether the right hon. Gentleman can state how the rights of this country, under the Hay-Pauncefote Treaty concerning the Panama Canal, are affected by the Bill now before the American Senate; and whether an undertaking has been asked from the United States Government that exemptions and preferential dues will not be given to the vessels of any one nation in the Panama Canal?
