asked the Secretary to the Treasury whether his attention has been called to the fact that the representatives of certain insurance organisations are leaving contribution cards on workmen with the names already filled in, presumably with the object of conveying the impression that theirs is the only medium of insurance under the Act; whether such agents are entitled to issue cards to persons who are not at the time members of their organisation; and whether he will issue a circular with a view to putting a stop to this practice?

Approved societies are not entitled to issue cards otherwise than to their members, and the cards, which are the property of the Insurance Commisioners, have been supplied to societies on the express condition that they would only be so issued. If the hon. and gallant Member can give me any definite instances of the practices to which he refers, I will cause inquiries to be made.
