16. Mr. HOARE

asked the Secretary of State for Foreign Affairs if he will, with out delay, lay Papers with reference to the conditions of indentured labour in the Portuguese dependencies of San Thomé, Principé, and Angola?

Mr. ACLAND

The answer is in the affirmative. Papers are in preparation in regard to San Thomé and Principé, and a Report will be called for respecting labour conditions in Angola. I hope to lay the Papers relating to San Thomé and Principé this month.

Mr. HOARE

Will those Papers include our Consular Reports?

Mr. ACLAND

I think that is covered in the next quesstion.

17. Mr. HOARE

asked the Secretary of State for Foreign Affairs whether there are any British subjects amongst the indentured labourers in San Thomé, Principé, and Angola; and, if so, whether he will appoint a Commission or a Commissioner to inquire into their condition?

Mr. ACLAND

His Majesty's Consul at Loanda has just visited the islands, and his Report will be laid before Parliament. He does not mention any British subjects being among the labourers, but the Vice-Consul at San Thomé has been instructed to assist any British subjects, of whose existence he becomes aware, to obtain repatriation.
