§ Mr. MASTERMANI regret that owing to the printed sheets of stamps being far below the standard which it was possible to obtain with the proof sheet, it is necessary further to delay the proposed issues while steps are taken to improve the plates. Every effort will be made to issue the stamps at the earliest possible date.
