asked the President of the Local Government Board whether he is aware that in order to comply with the Regulations of the Local Government Board advertisements are inserted for appointment implying that the posts vacant are open to competition, whereas the appointments have been filled before the insertion of the advertisements; and whether, seeing that the practice involves waste of the ratepayers' money, he will see his way to amend the Regulations so as to meet the complaint referred to?

Mr. BURNS

I assume the hon. Member's question refers to the appointment of sanitary officials. I do no not at present see that the Regulations require amendment. The publicity of advertisement is on general grounds desirable, and the provisions for dispensing with it in special cases seem to be sufficient.
