Mr. BENNETT-GOLDNEY

asked the Secretary for Foreign Affairs whether the Foreign Office is aware of any treaty or arrangement affecting the interests of the Republic of Portugal which has been concluded, or is about to be concluded, between Germany and Spain since the spring of 1911; whether, if such is the case, they are aware of the terms of such treaty and of the date when it was concluded; whether the British Foreign Office was consulted as to its provisions either by Germany or Spain, or both, during the negotiation of such treaty; and, if any such treaty or arrangement has been concluded or prepared to be concluded, if he will inform the House whether its provisions are known to the French Government, and when they will be made known to Parliament?
