asked the Postmaster-General if he is aware that the commanding officer of His Majesty's Ship "Active" has opened certain letters of his ship's company; and what steps he intends to take to put an end to such a practice?

The letters in question appear to have been duly dealt with so far as the Post Office is concerned, and it is not within my province to take any action.

asked the First Lord of the Admiralty if he is aware that the commanding officer of His Majesty's Ship "Active" has opened certain letters of his ship's company; and if there is any regulation which empowers a naval captain to promote such a practice?

Mr. CHURCHILL

The letters in question were opened under a misapprehension of the meaning of certain Admiralty orders that were issued in 1910, directing that betting circulars were to be for- warded to the Admiralty. Instructions will be issued to prevent a similar misapprehension in future.
