I wish to ask you, Mr. Speaker, a question of which I have given private notice, namely, whether you can inform the House what are the reasons which led you to decide that the Finance Bill of last year was not a Money Bill?

Mr. SPEAKER

I do not know whether it would be a very convenient practice if I were to be called upon to go into all the reasons for my decisions. Let me say generally that the reason which guided me was because the Bill did not comply with Sub-section (2) of Clause (1), laying down the conditions which are necessary to make the Bill into a Money Bill.

Mr. WEDGWOOD

Arising out of that answer, Sir, may I ask whether you have left for the guidance of your successor any memoranda or minutes showing the special ground on which your decision was based?

Mr. SPEAKER

I am bound by the Statute, and I have to exercise the best of my judgment in the case. I do not think I ought to attempt to bind my successor in any way.
