The Committee appointed by my predecessor the right hon. Gentleman the Member for St. George's, Hanover Square, consisted of the Legal Assistant Under-Secretary of State for the Colonies, Sir George O'Brien, ex-Governor of Fiji, Sir Ralph Moor, ex-High Commissioner for Southern Nigeria, and four members of the permanent staff of the Colonial Office. On the death of Sir George O'Brien, in 1906, Sir Edward Noel Walker, ex-Lieutenant Governor of Ceylon, was appointed by the Earl of Elgin as member of the Committee.
