Mr. LYNCH

asked the Chief Secretary for Ireland whether he can state the total amount of the cost of extra police in West Clare during the last year; whether, in view of the fact that the maintenance of the police is an Imperial charge, he can explain the basis of calculation of extra cost produced by transference of police officers; and whether, in view of the peaceful condition of West Clare, he will take steps to ensure that this burden shall be removed from the constituency?

The CHIEF SECRETARY for IRELAND (Mr. Birrell)

The total amount charged to the County Council of Clare in respect of extra police for the year ended 30th September, 1911, was £1,863. These additional men were not transferred from other counties, but were appointed to the county of Clare under 6 Wm. IV., Cap. 13, Sec. 13. The charge for their services is calculated in accordance with Section 5 of the Constabulary (Ireland) Act, 1874, and is compulsory under Statute. The responsible police authorities do not consider that the condition of the county admits of the extra force being reduced at present.

Is the right hon. Gentleman aware that it is almost the invariable experience at the Sessions in that county for the judge to receive white gloves?

That is interesting, but it is not conclusive.
