asked whether a special order will be issued in Scotland, under the National Insurance Act, to exempt all small farmers and others who are their own employers for the greater part of the year from having to be compulsory contributors when casually employed at other work or as ghillies?

Mr. MASTERMAN

The question whether the employment of a ghillie falls under the possibility of exemption as a subsidiary employment under the First Schedule Part II. (i) of the Act, is being considered by the Commission.

Will the right hon. Gentleman kindly ask any Liberal Members of Parliament who may be going to speak in the Glasgow by-election not to repeat their statements hitherto made in Scotland that these men were exempt?
