HC Deb 15 February 1912 vol 34 cc41-2
Viscount HELMSLEY

Mr. Speaker, I desire to call your attention to a matter about which I have given you private notice, and to ask you a question. The matter is a speech made by the hon. Member for East Edinburgh (Mr. Hogge), as reported in the "Yorkshire Herald" of 5th February.

Mr. SPEAKER

Does the Noble Lord bring it forward as a matter of privilege?

Viscount HELMSLEY

I wish to ask you.

Mr. SPEAKER

I am not here to answer questions unless they relate to order in the House.

Viscount HELMSLEY

I wish to bring it forward as a matter of privilege. I submit that this is the first opportunity I have had of doing so, seeing that the hon. Member in question only took his seat yesterday.

Mr. SPEAKER

The Noble Lord is out of time. He ought to have raised the question yesterday. The speech of which the Noble Lord complains was made on 4th February. The hon. Member whose speech is impugned took his seat yesterday at the commencement of business, and after he had taken his seat there was an opportunity of raising the question.
