Sir ALFRED MONDasked the Prime Minister whether, under the provisions of Clause 9, Sub-section (1), of the Government of Ireland Bill, and the Schedules of that Bill, each elector in the constituency of Belfast East can give one vote to each of five candidates in elections to the Irish House of Commons, thus enabling a coherent majority to obtain the whole representation of this constituency to the exclusion of any representation of minorities?
