I desire to ask the Parliamentary Secretary to the Treasury, where are the Prime Minister, the Chancellor of the Exchequer, the First Lord of the Admiralty, the Secretary of State for the Colonies, the Secretary of State for War, and other Members of the Cabinet; and why, if other Members of the House of Commons are required to be in their places at Eleven o'clock, Members of the Cabinet are not also present?
