asked the Secretary to the Treasury whether he is aware that the Road Board is making Grants to local authorities for improvement of roads, and that many roads are being improved by treating the surface with tar, thus producing a dustless but dangerous surface, on which horses, cattle, pigs, and other animals frequently fall, whereby there arises serious damage to man and beast; and whether he will represent to the Road Board that in making Grants they should stipulate for tar-treated roads being constructed so as to be as far as possible free from this defect?

The Road Board are satisfied that local highway authorities are making every endeavour to construct roads with dustless surfaces suitable for animal as well as mechanical traffic.
