§ Mr. MASTERMANThe sole consideration in the selection of candidates has been, and will be, their suitability for the particular duties of the posts. The indoor staff has been recruited from trained Civil servants. In the ease of the outdoor staff a small minority only of those appointed and selected for examination (whether drawn from the Civil Service or outside) have had university training. The qualification referred to by my hon. Friend is receiving due weight in accordance with paragraph 25 of the Mowatt Report.
