GREYThe prisoners are all charged under Article 47 bis of the Penal Code, an Article which was enacted in 1910, in consequence of the inadequacy of existing dispositions for dealing with criminal conspiracy, and the impossibility of bringing the accomplices of criminals to justice. I may add that the charge is conspiracy to murder, punishable by a maximum of fifteen years' imprisonment.
