asked whether there are numerous complaints that the present rates of postage on small parcels operate injuriously on the transmission of small packets of agricultural produce by post; and whether, in order to encourage direct trading between the producer and consumer, the Postmaster-General would grant exemption of charge on wrappers enclosing farm produce of one, two, or three pounds weight, respectively, or, in the alternative, charge a uniform rate of 1d. per pound on wrappers enclosing the said quantities?
