asked, in the case of outworkers not exempted from the provisions of the Insurance Bill being also members of friendly societies, who will have to meet the charge when an extra levy is made by the friendly society, having regard to the fact that, where the wages earned are less than 9s. a week, a 1d. of the contribution is to be made by the Government and the remainder by the employer?

The insured persons will have to meet the cost of the extra levy in such a case, whether they ordinarily pay a contribution or not, as they are responsible for the proper management of their societies.
