asked the Postmaster-General whether he has received any complaints of the present system of requiring postage stamps to be affixed to letters and postal packets on the ground of the burthen thus imposed, and of the impropriety of thus requiring private persons to become imperial tax-gatherers; and what steps he will take in the matter?

The public affix several thousand million stamps to letters and other documents each year without complaint so far as I am aware, except occasionally with respect to the adhesiveness of the stamps. I propose to take no steps in the matter except to continue my efforts to improve the adhesiveness of the stamps.
