§ Mr. HERBERT SAMUELThe public affix several thousand million stamps to letters and other documents each year without complaint so far as I am aware, except occasionally with respect to the adhesiveness of the stamps. I propose to take no steps in the matter except to continue my efforts to improve the adhesiveness of the stamps.
