asked (1) whether it is contemplated to enter men and boys to the clerical staffs of the Admiralty and naval establishments by a Civil Service examination; and, if so, can a date be given when the examination will be held; and (2) whether mechanic writers employed since before 13th April, 1907, retain their eligibility for establishment in accordance with the assurance given by the Admiralty Letter, dated 30th May, 1907, A 4671, which stated that no alteration except as regards increment had been made in the conditions of employment of mechanic writers?
