§ Mr. ACLANDThe question at issue with the German Government is the exact interpretation to be placed on the expression "North Bank" of the Orange River, contained in Article III. (1) of the Anglo-German Agreement of the 1st of July, 1890. The matter is under discussion with the German Government.
