Mr. KENNEDY

asked whether traders, manufacturers, and producers in Ireland are at present handicapped in competing in the English market by reason of the fact that they cannot receive or quote prices until twenty-five minutes after the Scotch, Welsh, and English have had the use of the telephone and telegraph system; and will the Chief Secretary, in the interests of fair play and without delay, introduce the necessary legislation to place industrial Ireland on an equal trading basis as regards time with her trading competitors?

My right hon. Friend has already stated that he is personally in favour of the proposed change. The matter cannot, however, be regarded as non-contentious, and, in these circumstances, legislation on the subject is out of the question this Session.

Will the hon. Gentleman say in what respect this matter is contentious?
