Mr. MacCALLUM SCOTTasked the Under - Secretary of State for War whether the War Office has considered the possibility of strengthening the Territorial Army by means of a system of cash bounties to those men who have undergone the annual training in camp; and whether he can hold out any prospect of adopting this suggestion before next year's Estimates are submitted?
