asked the Secretary of State for Foreign Affairs whether he can now state the intentions of His Majesty's Government with regard to the continued adherence of this country to the Brussels Sugar Convention?

Yes, Sir; unless Russia be permitted to export at least 500,000 tons of sugar westwards during the current season, His Majesty's Government will give notice of their intention to cease being party to the Convention and to the Additional Act of 1908 beyond September, 1913, the earliest date on which we can withdraw. Our representatives on the International Sugar Convention, which will hold its adjourned meeting early next month, will be instructed in this sense.
