asked the President of the Board of Trade whether he has read the report upon the Adkins Lewis system of rapid continuous transit; and whether the Government will consider the advisability of constructing such a system through the East End of London with a view to providing a remedy for the ever-increasing overcrowding of trains?

The Board of Trade are acquainted with the principle of the system referred to, which requires all passengers to enter and leave the cars whilst in motion. No railway constructed on this system is in actual working in any country, and considerable practical experience would be necessary before sanction could be given to the opening of a line of this description for the public conveyance of passengers.
