HARVEYasked the Secretary of State for the Home Department whether, in view of the general difficulty of enforcing the by-laws adopted by various local authorities under the Employment of Children Act without an adequate inspectorate, and in view of the fact that in many districts no by-laws have been adopted at all, he is prepared to propose a Grant-in-Aid to secure the better carrying out of the Act?
§ Mr. McKENNAAs my hon. Friend is doubtless aware, the general question of the financial relations between the State and the local authorities is being considered by a Committee with a view to further legislation, and the consideration of the question of a Grant-in-Aid for this and other special purposes must stand over, I think, till the general question is settled.
§ Mr. T. E. HARVEYWill the right hon. Gentleman bear in mind that this particular Grant-in-Aid is not a very large one.
