asked the Financial Secretary to the War Office whether, considering the fact that the present system of quarterly payments to Reservists tends to expose the men to temptation and to bring discredit on the good name of the soldier, and also that the payment of Reservists monthly instead of quarterly would entail no greater charge than at present, and further that the change from quarterly to monthly payments requires nothing more than a financial adjustment in the Budget to allow for the last quarter's pay, now paid in arrear, being included in the current year's accounts, he will have the necessary arrangements made in next year's Budget to permit of monthly payment being introduced?

In the first place it is not admitted that the Army Reservist is not fit to be trusted with the sum of £2 5s. each quarter. In the second place, monthly payments would involve considerable extra charge in administration. As I have already stated, it has not been found possible to introduce the system of monthly payments.
