§ Mr. HERBERT SAMUELAs I informed the Noble Lord the Member for Oxford on the 2nd instant, there has been some misapprehension at Oxford on the subject of the employment of postmen as substitutes for sorting clerks and telegraphists, and steps have now been taken to put matters on a proper footing.
