HC Deb 13 November 1911 vol 31 c28
Mr. CARR-GOMM

asked the Attorney-General whether, in view of the fact that no form of Press censorship can now be exercised in respect of foreign policy without placing the country under martial law, and having regard to the danger of a breach of international peace arising from misstatements in newspapers, he will introduce legislation which would give the Government of the day some power in taking action against any particular organ of the Press or against any group of newspapers which might seek to destroy the pacificatory work of the Foreign Minister by the publication of bellicose articles, and by misrepresenting the facts of the situation?

The ATTORNEY-GENERAL (Sir Rufus Isaacs)

The proposal contained in this question is not a practical one, and I cannot hold out any hope that the Government will introduce legislation.
