moved, "That it is expedient to authorise the payment, out of Moneys provided by Parliament, of further contributions towards the cost of providing benefits under any Act of the present Session relating to National Insurance."

Mr. FORSTER

I wish to ask whether or not this Motion is so framed as to admit Amendments hitherto excluded by the strict terms in which the original Financial Resolution was framed?

That is not a point of Order that can be put to me now. It may be put to me when an Amendment arises in Committee. Under the Orders of the House I am bound now to put this Resolution.

May I ask whether this proposal is not diametrically opposed to the decision the Committee has already come to on the question of finance?

The CHAIRMAN

This is a fresh Committee set up upon a new Money Resolution, so it cannot be opposed to the decision the Committee has already come to.
