asked the President of the Local Government Board whether he is aware of the powers contained in the Local Government Act, 1888, with regard to assisting emigration; and whether he will consider the advisability of recommending county councils to put into operation Section 69, Sub-section (d), of Part IV. of that Act?

Mr. BURNS

I am aware of the powers referred to, but I am not aware that they have ever been exercised by a county council. I do not think that I can undertake to recommend county councils to put the Sub-section in question into operation.

Will the right hon. Gentleman tell us if he has any information from the county or borough councils on the point?

Mr. BURNS

No; I gather there has never been an instance since the power was given to county councils of their undertaking this obligation; and I could not undertake to suggest that they should.
