§ Mr. HERBERT SAMUELThe telegraphists in question declined to accept the allowances authorised for the duty pending the result of an appeal which they addressed to me for a higher allowance. The decision of that appeal was delayed because the general question of the proper rates in such cases was under consideration. I have now, however, given instructions for the higher allowance to be paid.
