asked whether, with the view of affording greater facilities than now exist for enabling merchantmen to communicate with British men-of-war, the Admiralty will consider the advisability of offering inducements to certain men in the Royal Naval Reserve to qualify as signalmen?

Instruction in signals is already given to a proportion of Royal Naval Reserve men during their training afloat, and these men work with the signal staff.
