§ The POSTMASTER-GENERAL (Mr. Herbert Samuel)The proportions are ascertained by actual count, or by estimates based on returns. The amount in respect of Inland Revenue Duty is estimated on the basis of the sales of the receipt stamps in the last year when special stamps were used for receipt purposes, with a certain fixed additional amount each year for probable increase.
