The UNDER-SECRETARY of STATE for WAR (Colonel Seely)

The number would necessarily vary somewhat according to the time of the year when the necessity arose for the despatch of the expeditionary force, but speaking generally, it would be a little under 90,000, according to the present War Establishment.
