asked the Chancellor of the Exchequer if he will state on whom the responsibility of paying the employers' share of contributions under Part I. of the National Insurance Bill will rest in the case of women outworkers employed on piece work given out more or less irregularly by two or more masters or shopkeepers, but subject to special orders under Part VI. of the Factory and Workshop Act,1901?

Under paragraph (4) of the Third Schedule the responsibility would rest in general on the first person employing the outworker in any week, or as an alternative on such other employer as may be prescribed by regulations framed by the Insurance Commissioners.
