Mr. WATT

asked what is the particular matter which has been referred back by him to the Board of Trade; is it the question of confirming or altering or abolishing the unit of cost of living as it applies to the wages of Post Office servants; and does the reference extend to Scotland?

Mr. HERBERT SAMUEL

The point which is under the joint consideration of the Board of Trade and the Post Office is the relation between the standard cost of living derived from the average of seventy-four English and Irish towns, and that derived from the average of eleven Scotch towns.

Can we have an assurance from the right hon. Gentleman that there will be absolute equality of treatment for the employés in Scotland.

The question is as to how to arrive at equality of treatment.
