HC Deb 24 May 1911 vol 26 cc259-60
Captain FABER

asked the Prime Minister if he will state whether he has any intention of promoting legislation to prevent the use of flying machines over London during the Coronation processions?

Mr. MITCHELL-THOMSON

also asked the Secretary of State for the Home Department whether he proposes to take any and, if so, what, precautions to guard against the possible risks involved by the flying of aeroplanes over London during the time of the Coronation festivities?

Mr. CHURCHILL

A short Bill dealing with this obvious danger has been prepared; and I trust it may be passed by consent. General legislation on the subject will be necessary in the future.

Mr. LEE

Has the right hon. Gentleman any reason to suppose that any such action is intended?

Mr. CHURCHILL

I hope it will not be necessary, but, as the hon. Member knows, some of these demonstrations are not free from danger to the spectators as well as to the performers.

Mr. MacCALLUM SCOTT

Will the Bill deal with the Coronation period only?

Mr. CHURCHILL

I think you had better wait until you see the Bill. My idea is a short interim Act pending the passage of more considered, detailed, and elaborate legislation on the whole subject of aerial navigation.

Mr. MITCHELL-THOMSON

Can the right hon. Gentleman say when we shall see the Bill?

Mr. CHURCHILL

I trust it will be accepted by the general consent of the House.

Mr. MITCHELL-THOMSON

When will it be introduced?

Mr. CHURCHILL

In a few days.
