asked the First Lord of the Admiralty what was done with the money voted in the Navy Estimates of 1903–4 and 1904–5 giving engineer-commanders a minimum rate of pay of 24s. a day; and whether he was aware that a number of these officers had not received that rate of pay?

Mr. McKENNA

All the engineer-commanders for whom pay at the rate of 24s. a day was provided in the Estimates of 1903–4 and 1904–5 received pay at that rate. As regards the latter part of the question, I would refer the Noble Lord to my replies to his questions on Thursday last.

Does the right hon. Gentleman know that there has been a breach of faith, and that there is a sense of injustice in the service because these meritorious officers were promised a certain rate of pay and have not received it?

Mr. McKENNA

I know of no such official statement as that referred to by the Noble Lord, and I have overwhelming evidence that there has been no breach of faith. If the Noble Lord can refer me to the author of the official statement in regard to which there has been a breach of faith, I shall be glad to deal with it.
