asked the First Lord of the Admiralty if he will state the average length of time spent in the older warrant rank before promotion to chief or commissioned warrant officer; and whether this period is tending to lessen?

The present average length of time spent in the old warrant rank is approximately:—

The corresponding average for the period from 1895 to 1910 inclusive, is:—

May I ask the right hon. Gentleman whether he will favourably consider the appeals from those ranks for speedier promotion?

Mr. McKENNA

In the case of gunners it is now one year and a half earlier than it was between 1895 to 1910, and in the case of boatswains it is half a year earlier.
