asked the First Lord of the Admiralty whether, since the issue of Admiralty Order of 13th April, 1907, all grades of writers in Admialty establishments, with the exception of those of the first class, have been entitled to annual increments; and will he state the reason for this discrimination, and also take steps to place the first-class writers on an equality with other grades, and arrange for their increments to accrue annually?

The answer to the first part of the question is in the affirmative. As regards the second part, I am unable to make any announcement pending a decision on the recommendation of the Committee on Writing Staff.
