§ Mr. HOBHOUSEIt is the established practice of His Majesty's Stationery Office to restrict to Mills in the United Kingdom invitations to tender for the supplies of 1149 paper for the Public Service. Clause (4) (a) of the conditions of contract reads: "All papers delivered shall be manufactured on the premises of the Contractor.."
