asked if the Turkish import duties automatically revert to 8 per cent. ad valorem in April, 1914?

I would refer the hon. Member to pages 197–201 of the Bluebook Cd. 3455 (Turkey, No. 2, 1907), where he will find the terms of the protocol containing all information in regard to this question. The renewed assent of His Majesty's Government, as of other Powers, would be necessary to the levy of a higher rate than 8 per cent. ad valorem on imports of British goods after 25th April, 1914.

May I once more ask if His Majesty's Government will remain parties to inflicting this burden on the Turkish consumer?

It is not a question of being parties to inflicting this burden on the Turkish consumer. It is a question of whether the Turkish Government wants revenue, not of the interest of the consumer.

Mr. JAMES HOPE

Then I suppose the interests of the consumer will be neglected in this case?

Sir E. GREY

If a Government wants revenue it is for that Government to consider on whom the burden will fall.
