§ Viscount HELMSLEYasked the Secretary of State for War whether his attention has been called to the fact that Regular officers appointed to the higher commands or staff of the Territorial Forces since 12th July, 1910, are paid at a higher rate than officers of similar rank and position appointed previous to that date, and are permitted to count the period of their Territorial service towards a higher rate of pension, whilst officers appointed before-12th July, 1910, are not allowed that privilege; and whether, in view of the effect of thus discriminating against officers who have stood by the Territorial Force throughout its early difficulties, he will extend the new privileges to all officers alike?
§ Mr. HALDANEThe matter has been fully considered. It is not proposed to make the new arrangements retrospective.
