§ The PRIME MINISTERMy right hon. Friend the Home Secretary is in course of preparing a measure which will deal with certain aspects of this subject; but no statement can be made at present. The question of administrative action will in the ordinary course be considered in reference to the Report of the Committee on the establishment of a receiving house, now before Parliament.
