asked whether the Board of Admiralty as a whole are satisfied that ample provision is being made in this year's Estimates for a full complement of fully trained men for manning all the present effective ships of war?

Mr. McKENNA

The answer is in the affirmative.

Mr. JOHN WARD

asked what provisions are being made for manning the "Dreadnoughts" already built and in contemplation, whether by extra men being engaged and added to the personnel of the Navy or by placing otherwise effective ships out of commission?

Mr. McKENNA

The necessary provision is made in the annual Estimates, the numbers which this House is asked to vote being based on the war requirements of the Fleet. In arriving at the provision necessary, account is taken of ships built and building, and also of those which will become ineffective.
